The .com.ro rules that catch registrants out
RoTLD, run by ICI Bucharest, publishes a stated purpose for every subdomain under .ro. .com.ro is listed for firms, products or services of a commercial nature; nom.ro is for individuals wanting their own name; tm.ro is only for registered trademarks. Just one of those is enforced, and it is enforced properly: a Romanian company registering under tm.ro has to produce evidence from OSIM or another trademark registry. Nothing comparable stands behind .com.ro.
Two rules do apply, and neither gets repeated by resellers. Rule 9 opens registration to any legal or natural person whatever country they are in, then adds that the person named as contact must be an employee of the company holding the name, and makes that person responsible for it.
The second is newer. Under RoTLD's registration data verification policy, made under Romania's OUG 155/2024 and the GDPR, the registry can require you to log in, check your details and upload a document confirming them, before or after activation. Miss the deadline in that notice and the name is suspended and scheduled for deletion. The registry is blunt about how you find out: a suspended .ro stops working.
Who is allowed to register .com.ro?
Anyone anywhere may hold a .com.ro, but the contact named on it has to be an employee of the holder, and RoTLD can demand documentary proof of your details at any point in the registration's life.
- Open regardless of country
- Rule 9 of the registration rules says any legal or natural person may register names under .ro whatever country they are located in. There is no Romanian address, company registration or citizenship requirement.
- The contact must be an employee
- The same rule requires the person entered as the contact to be an employee of the company or firm that holds the name, and places responsibility for the domain on them. An agency or registrar contact does not satisfy it.
- Data verification on demand
- RoTLD's registration data verification policy, published alongside the registration rules, lets it email the declared contact address and require you to log in, confirm or correct your details and upload a document proving them. It can do this before activation or years afterwards.
- Miss the deadline and it is suspended
- A name not validated within the period stated in that notice is suspended and scheduled for deletion. While suspended it does not resolve and cannot be renewed, although the data can still be corrected.
- Deleted names go straight back on the shelf
- Rule 17 says a deleted .ro name becomes immediately available to any other person or company. There is no quiet period in which to think again, so treat a deletion request as final.

- You sell to Romanian customers and want the commercial label explicit, in a namespace where the registry publishes a purpose for every subdomain.
- The .ro for your brand has gone and you would rather keep the word than lose it to a hyphen or an abbreviation.
Look elsewhere if
- Nobody at your organisation can sit as the named contact. Rule 9 asks for an employee of the holder, which an outsourced arrangement does not meet.
- You cannot promise to answer a registry verification email. Ignoring one gets the name suspended and then queued for deletion.
- Your customers are in Britain. A Romanian extension aims your geographic signal at Romania and costs several times a .co.uk every year.

.com.ro vs .ro: which should you register?
Romania is unusual in publishing a written purpose for each of its subdomains, so the com in .com.ro is a claim the registry has made rather than just a habit. It is a claim nobody checks, but it does mean Romanian visitors read the two differently: .ro is the neutral national address, .com.ro says trading company.
Take the .ro when it is free. It is shorter, it costs the same here, and it carries the identical country signal in Google. Take the .com.ro when the .ro has gone, or when the commercial reading is worth the extra label to you. Whichever you pick, the employee contact rule and the data verification policy apply to both.

The rule that catches people is the second half of the same sentence: whoever is entered as the contact must be an employee of the company that holds the name, and carries responsibility for it. Plan who that person is before you order rather than after.
A suspension following a failed data check is the most common cause that surprises people. RoTLD can require you to log in, confirm your registration details and upload a document proving them, and it suspends and then schedules for deletion any name not validated in time. The registry says the suspension is deliberately visible, because a name that stops resolving is how the holder notices there is a problem. You can still correct the data while it is suspended, but you cannot renew it.
No, they cost the same on this site, and both sit well above a .co.uk. Romania is not a market where the third level saves you money, so treat .com.ro as a naming decision rather than a budget one. If the .ro version of your name is available, take it: it is shorter, it is what Romanian customers type, and it carries the same weight in Google.
