What .edu.pl signals in Poland, and what it proves
Most people meet .edu.pl on a Polish university site and read it the way they read a .ac.uk: a closed academic zone that somebody vets. It is not one.
edu.pl sits in NASK's list of functional domains, between biz.pl and gmina.pl, governed by the same .pl Domain Name Regulations as every other name in the zone. Those regulations contain no eligibility clause of any kind. A subscriber is defined as a party to the agreement, nothing more, and NASK states that it does not examine whether entering into or performing that agreement infringes third party rights.
You can see where the line actually falls by looking at what NASK treats differently. gov.pl has its own section on the registry site, its own regulations, its own application form and its own technical conditions. edu.pl has none of that. It is a label, allocated first come first served through any NASK partner, to whoever asks for it.
That is not a reason to avoid it. Polish institutions do use it, and Polish visitors do read it as academic, which is the whole value of a convention. It is a reason not to buy it for the credibility, and not to assume that a competitor holding one has been checked either.

.edu.pl vs .pl: which should you register?
Both are NASK, both are Poland, both carry the same country signal in Google, and neither is checked in any way that separates them. The edu label buys you a reading, and the reading is worth something in Poland, where functional domains are part of everyday internet furniture in a way they never became in Britain.
Take the .pl if you can get it, because short beats descriptive nine times in ten and it costs no more. Take the .edu.pl when you are actually an educational organisation and the separation from com.pl is a message you want to send. What you should not do is take it because it looks official. Only gov.pl is gated in Poland, and it is gated visibly.
