Greek domains are assigned under a regulation rather than a registrar agreement. EETT, the Hellenic Telecommunications and Post Commission, is an independent administrative authority and the body responsible for .gr and .ελ registrations; the registry itself is operated by the Institute of Computer Science at FORTH. The current rules come from EETT decisions, the most recent dated 15 December 2025.
That regulatory footing shows up in the mechanics. You submit a declaration through a registrar, the registry checks it automatically, the name becomes temporarily active within three hours at most, and it is assigned after five days. Declarations that are void under article 8 of the regulation are rejected outright. Anything under gov.gr, and any second-level name on EETT's list of geographical terms, is examined by EETT for up to twenty days and is not temporarily activated at all in the meantime.
com.gr is described by the registry as being for those engaging in commercial activities, and in the same breath it says that registering under a sub-domain is not mandatory but is recommended for organisational reasons. Read that as a convention with meaning to Greek readers, not as a gate with documents behind it.

.com.gr vs .com: which should you register?
In Greece a .gr ending gives a search engine a country signal that a .com cannot, and com.gr inherits it from the country code above it. That is the one measurable advantage, and for a business selling to Greek customers it is worth having.
The counterweights are cost and speed. A com.gr costs several times a .com with us, it is assigned five days after the declaration rather than immediately, and outside Greece almost nobody recognises the ending. The usual arrangement is a .com as the address the company uses everywhere, with the com.gr carrying the Greek-language site. That is also the arrangement that survives a change of market.
